Capital Programme
The preparation of the Capital Programme is an important part of a Local Authority's wider planning process. In order to achieve Best Value in all service areas, Authorities need to make the right decisions regarding capital investment.
The Local Government Act 2003 introduced the Prudential Code to replace previous, more complex regulatory frameworks and introduced the Capital Programme based largely on self-regulation by local authorities.
Our approach is comprehensive and aims to ensure that the system of approving and prioritising capital schemes is applied consistently across an Authority. The processes outlined in the Manual are clear, open and transparent, in order that they can be understood in a way that is not overly bureaucratic.
We have developed a market-leading methodology with the specific aim of setting out an Authority's approach to planning, preparing and monitoring the Capital Programme. We call it the "Capital Programme Guidance Manual", which is a combination of documented processes and real time consultancy support from our team of professionals.
